Sudan seeks investment from Russia, China to rebuild oil sector

Sudan’s energy and mining minister said Sudan is seeking investment from Russia and China to help rebuild its oil infrastructure, which suffered more than $22 billion in damage due to the country’s civil war.
The damage included oil refineries, pipelines, oil depots and oil fields, Naeem said.
“Before we came to India, we visited China. We are discussing with our partners how to build our infrastructure. We also discussed with Russia,” the minister told Reuters on the sidelines of the India Energy Week conference.
Naeem said he met Russian Energy Minister Sergei Tsevilev in Moscow in November and that “the talks were positive.”
The civil war that has been ongoing since April 2023 was sparked by disagreements over the integration of the Rapid Support Forces (RSF) into the Sudanese army.
Naeem said Sudan was seeking investment to rebuild the Khartoum refinery and a new 120,000 barrel-per-day refinery near the Red Sea.
He added, “The new refinery will be in the eastern region (of the country) that was not exposed to war.”
