IDPs from Kadugli and Al-Dalang Subjected to Fees by Abdul Aziz Al-Hilu’s Militia

 

On Sunday, displaced persons (IDPs) reported that the Sudan People’s Liberation Movement–North (SPLM–N), led by Abdul-Aziz Al-Hilu, is imposing fees on individuals fleeing Kadugli and Al-Dalang in exchange for allowing them to pass through areas under its control.

 

 

Mohamed Ali, one of the IDPs who crossed SPLM–N–controlled territories, told Darfur24 that the movement forces displaced people to pay transit fees ranging between 50,000 and 100,000 Sudanese pounds.

 

 

He explained that these fees are collected merely to permit passage through areas under the movement’s control, amid extremely difficult humanitarian conditions. This has made leaving Kadugli and Al-Dalang a physically and financially exhausting journey, beyond the means of most families.

 

 

In a related development, other sources told Darfur24 that SPLM–N has prevented a large number of IDPs from leaving its areas toward South Sudan or army-held territories, without offering clear reasons.
