Strict Directives Issued to Maintain Security and Regulate Movement of Regular Forces in Khartoum

The High Committee for Preparing the Public Environment for Citizens’ Return to Khartoum State held a meeting on Monday, chaired by Member of the Transitional Sovereignty Council (TSC), Lieutenant General Engineer Ibrahim Jabir.

The meeting reviewed the report of the Committee on Security Control and Enforcement of State Authority, headed by Minister of Defense, Lieutenant General Hassan Daoud Kabroon, in the presence of Khartoum State Wali, Ahmed Osman Hamza.

The meeting discussed the ongoing efforts to remove illegal housing across the state and directed concerned authorities to regulate the situation of those affected in accordance with laws and regulations, while continuing demolition campaigns in all localities.

It further stressed the continuation of campaigns to relocate refugees and foreigners from the state, instructing the relevant committees and the Refugees Commission to fulfill their roles in designated areas. The committee also prohibited the employment of unregulated labor and renting of houses except through official legal channels established by the committee.

As part of enforcing state authority, the committee directed citizens to hand over unlicensed weapons to the competent authorities. It also prohibited military personnel from wearing incomplete uniforms or carrying weapons in public places and streets after official working hours, instructing military units to ensure their members leave their weapons at their units to avoid legal accountability.

The committee also ordered the confiscation of unlicensed motorcycles and vehicles without plates at the points of seizure. The Traffic Administration was directed to open licensing outlets for rickshaws, which have increasingly been used in criminal activities.

Regarding official duties conducted by military or security units using motorcycles, the committee stipulated that such movements must be authorized in writing by the unit commander, with personnel required to present identification cards at checkpoints.
