Leadership Shake-Up: Al-Burhan Leads Comprehensive Army Restructuring
President of the Transitional Sovereignty Council (TSC) and Commander-in-Chief of the Armed Forces General Abdel Fattah Al-Burhan has issued a series of decisions restructuring the senior command of the Sudanese Armed Forces, effective April 2.
The measures include abolishing previous leadership titles and assigning specialized responsibilities to senior commanders as part of a broader reorganization of the military command structure.
Under the new decisions, Decree No. (164) of 2023—issued following the outbreak of war in April 2023, which created the positions of Deputy Commander-in-Chief and Assistant Commanders—has been revoked. As a result, the former titles held by General Shams-Eddin Kabbashi (Deputy Commander-in-Chief), and General Yassir Abdal-Rahman Al-Atta and Lt. Gen. Ibrahim Jabir (Assistant Commanders) have been formally abolished.
In the new structure, General Kabbashi has been assigned responsibility for strategic planning and institutional development, General Mirghani Idris Suleiman for military industries, and Engineer-Admiral Ibrahim Jabir for international relations and military cooperation.
The decisions maintain these commanders as full members of the Armed Forces Command Authority, the highest body responsible for operational and strategic military decision-making.
The Armed Forces spokesperson said the restructuring is part of routine internal adjustments aimed at aligning with current operational and administrative requirements, enhancing efficiency through the distribution of key portfolios—including strategy, defense industries, and military diplomacy—to support the development of the military institution in the next phase.
