Sudanese Cabinet Directs 11 Federal Ministries to Return to the Capital

The Sudanese Cabinet has issued an official circular instructing several federal ministries to begin preparations for relocating from the temporary administrative capital, Port Sudan, back to the capital, Khartoum, in implementation of directives from Prime Minister Kamil Idris.

In remarks made last August, the Prime Minister stated that the government would return to Khartoum at the beginning of 2026, once the necessary arrangements are completed—namely the rehabilitation of temporary premises and the provision of essential services including electricity, water, and internet networks.

According to Al Zawia, the directive issued by the Cabinet Secretariat includes the Ministries of Justice; Agriculture and Irrigation; Minerals; Animal Resources and Fisheries; Infrastructure and Transport; Digital Transformation and Communications; Education; Higher Education and Scientific Research; Human Resources and Social Welfare; Religious Affairs and Endowments; and Culture, Information, Antiquities and Tourism.

The government—through the High Committee for Preparing the Environment for the Return of Citizens to Khartoum State, chaired by Member of the Transitional Sovereignty Council (TSC) Lt. Gen. Ibrahim Jabir—has also decided to relocate all ministries, with limited exceptions, to sites outside central Khartoum, distributing them across districts of the capital in government-owned or leased premises.
